Mourinho, who enjoyed an early spell in his career as an assistant coach to Bobby Robson at Sporting between 1992 and 1993, gradually lost his composed demeanour as the match grew into a nailbiting affair. Diego Costa broke the offside trap as early as the second minute and was clean through on goal from 30 yards but his low shot was deflected behind by Patricio. World Cup winner Andre Schuerrle, who was preferred to Willian on the wing but then substituted by the Brazilian at half-time, should have opened the scoring on 22 minutes when he only had to steer a Costa square ball into the gaping goal but somehow screwed his shot wide. Rep. Renny Cushing, a Hampton Democrat, has filed a draft of a bill, modeling his idea off a law recently signed in California. Cushing wants to require schools to adopt sex assault policies that center on affirmative consent, meaning both parties must verbally agree to engage in sexual behavior. Colleges and universities that don't adopt such policies would lose their state aid or, for private colleges, property tax exemptions. You'd never know it when you think of how furiously the two sides have been squabbling over ''debt and deficits'' for the past four years, but Labor and the Liberals have a bipartisan fiscal policy. Enzi deserves nod in GOP Senate raceTHE ISSUE: Four candidates are running in the Aug. 19 Republican primary for U.S. Senate.WE BELIEVE: Incumbent U.S. Sen. Mike Enzi is heads above the rest of the field in terms of experience. We recommend him to the voters.TELL US WHAT YOU THINK: Contact us via email at .When voters are deciding which candidates to back in an election, experience can be a major consideration. Many voters place a high value on how much time in office a candidate has had, and that can be a determining factor for them that vaults one candidate above the others in a race. But as the emergence of the tea party has shown, experience can be seen as a negative. Voters sometimes penalize incumbents simply because they're office-holders. These people want a change, figuring that throwing out the incumbent will make things, if not better, at least different. We don't see that happening in the Republican primary for the U.S. Senate. In fact, it shouldn't. One candidate's experience clearly elevates him above the others, and it will serve him - and Wyoming - well going forward. The WTE Editorial Board is recommending incumbent U.S. Sen. Mike Enzi, R-Wyo., to remain as the state's senior senator. His experience both inside and outside the U.S. Capitol makes him the right choice once again.Mr. Enzi, seeking a fourth term, is being challenged by a handful of newcomers - Thomas Bleming, Arthur B. Clifton, James Gregory and Bryan E. Miller. None of them has any experience in elected positions, and that is troubling when one considers the rough-and-tumble politics that mark the current U.S. Congress.Over the years, Mr. Enzi has proven himself to be a quiet but effective leader when representing Wyoming residents and their interests. What he lacks in visible passion, he makes up in determination. He works hard to get things done, something that's not easy in a Democratic-led Senate.Mr. Enzi has shown himself to be a good complement to Wyoming's other Republican senator, John Barrasso. While Mr. Barrasso tends to get fired up over issues, Mr. Enzi maintains a lower profile. He prefers to remain behind the scenes. In the past, the senator - he maintains one of the most conservative voting records in the Capitol - has shown an ability to work across party lines. But in recent years, he has hardened his position and fallen more in line with leadership. If the GOP fails to take over the Senate in November, Mr. Enzi might want to consider re-employing his skills at reaching across the aisle. Wyoming has been left out of the conversation a lot recently. Perhaps an effort toward accommodation would get a little more done. One of those issues emerged a few years ago when the federal government cut Abandoned Mine Lands funds to 35 states, including to Wyoming. While Mr. Enzi says he was successful in keeping the feds' hands off the funds for years, a deal was made behind his back to cut the mineral payments. Wyoming lost more than 50 million a year.Mr. Enzi says he has received commitments in the Senate to help restore the funds. But a partisan approach could hurt that effort, especially if he remains in the minority.A plus in re-electing Mr. Enzi is his status. He is the most senior senator on some key committees, and if Republicans can get a majority of the Senate in November, Mr. Enzi would become one of the most powerful politicians in Washington, D.C.Mr. Enzi does support most of the Republican agenda. He points to the national debt as our nation's most crucial issue. And he has outlined a plan to pay it off over time by taking 1 penny from every dollar spent and putting it toward the debt.Similarly, he has introduced a 10-point plan for health care that would serve as an adequate substitute for the Affordable Health Care Act.The senator supports the coal industry, though he admits it will be hard to turn around EPA's haze and greenhouse gas initiatives. The key, he adds, will be a Republican Senate after these midterm elections. He also supports a full range of energy options, saying Mr. Obama "needs to believe in the ingenuity of the American people" rather than supporting more and greater regulations. The editorial board was not impressed by the other Republicans in this race. Two had some interesting ideas; the other two declined to be interviewed and are unknowns. After a 27-year career in the Air Force, Bryan Miller started his own energy-consulting firm in Sheridan to give himself some needed experience outside the military. We commend him for that.He believes the out-of-control federal debt is a disease rotting America to the core. He says the best way to solve the problem is to transfer many of the duties of the federal government to the states, and he chanted that mantra again and again. But while that sounds good in principle, Mr. Miller has no thoughts on how to execute it. And while it would reduce the federal deficit, he fails to explain how states would pick up the costs.Mr. Miller's big idea is to see EPA reduced to an advisory agency, not a regulatory one. While there are some merits in that - we too worry about federal overreach - he has not thought this idea through. He could not identify, for example, who would perform such duties as negotiating cross-border disputes between states.Mr. Miller also talked about this state's potential of being the nation's leader in energy development: "Wyoming could be the battery of this nation." That is a great turn of phrase.Mr. Miller could be a viable candidate in the future, but his learning curve is too high at this time.Thomas Bleming of Lusk presented a more moderate approach this time around. He ran unsuccessfully for the U.S. Senate in 2012 against Mr. Barrasso and tossed around a number of off-the-wall statements while toting around a gun.He is still not a strong candidate for the Senate, but he offered a few ideas that intrigued us.Mr. Bleming is a paradox. While on one hand he touts the medals he won in Vietnam, which include the Silver Star, and his time as a mercenary, he condemns war. He surprisingly says he is glad North Vietnam won the conflict in Southeast Asia.He also shows moderate views on immigration - he supports a path for illegal immigrants to become American citizens - and backs the legalization and taxing of marijuana. While he says he doesn't drink or smoke, he adds that pot's healing qualities make it critical for many patients. The other two candidates in the Republican primary for U.S. Senate are complete mysteries.Neither Arthur Clifton nor James Gregory submitted bios to the newspaper, neither agreed to be interviewed and neither has a web page explaining who they are or what views they hold. Because of this, the board did not consider them serious candidates and neither should voters.U.S. Sen. Mike Enzi is the easy choice to continue in the U.S. Senate. We recommend the former mayor of Gillette to continue as Wyoming's solid voice at the national level.Best choice for Democrats is HardyTHE ISSUE: Four candidates are running in the Aug. 19 Democratic primary for U.S. Senate.WE BELIEVE: In a particularly weak field, Charlie Hardy is the best choice. We like his kind spirit as well as his real-world experience.TELL US WHAT YOU THINK: Contact us via email at .Wyoming's Democratic Party has some work to do. While we understand that incumbent U.S. Sen. Mike Enzi, R-Wyo., is a shoo-in for re-election, the Democrats need to find better candidates before the state's voters will ever take them seriously. That is not the case in this go-round. None of the candidates in the Democratic primary has the ideas, experience or political muscle to attract a majority of Cowboy State voters. They may be nice guys, but everyone knows where nice guys finish. The two candidates who interviewed with the WTE Editorial Board were Charlie Hardy and Rex Wilde. The other two - Al Hamburg and William Bryk - chose not to waste their time or ours.In the end, we are recommending Charlie Hardy to Democratic voters in the Aug. 19 primary. He has a kind spirit, and he well represents the liberal wing of Wyoming politics. But he is not the kind of heavyweight who could beat Mr. Enzi. For the most part, Mr. Hardy and Mr. Wilde track each other, as well as the Democratic Party line, on the issues. For example, both would like to see the country's leaders focus more on domestic issues. The former says income inequality is ruining America; the other says the U.S. is wasting too much money overseas. Both also say health care should be available to all Americans. We agree, but who's going to pay for it? Neither answered that question. They did point to spending cuts in the military as a way to fund part of the cost, but neither offered a viable plan to get every American health-care coverage. We disagree with Mr. Hardy when he says health care should be a "right" of all Americans. A right implies that it should be guaranteed. Again, where does the money come from to pay for it?In a bit of a surprise, both candidates also support the coal industry in Wyoming while recognizing that forces outside the state are trying to limit production. Mr. Wilde says climate change is a fact, but he admits he doesn't have a solution to the problem. Mr. Hardy says Wyoming should continue to invest in technology to make coal cleaner. We agree.Mr. Hardy and Mr. Wilde also are both proponents of Common Core Standards - and that is a big plus for us. Indeed, Mr. Hardy, a former principal, rightly points out that Common Core is not a federal initiative but was put together by experts from most states, including from Wyoming. Mr. Wilde, on the other hand, unwisely supports local control. Wyoming students can't compete on a global playing field if every state is going its own way.And both would like to reduce the military. But then they contradicted themselves by saying they would fight any effort to close F.E. Warren Air Force Base. We could not agree with Mr. Hardy's speculation that if the base was closed, it could be turned into a Peace Corps headquarters. We don't think that would sustain Cheyenne's economy. Some of Mr. Wilde's statements made us scratch our heads, which is why we turned to Mr. Hardy for our recommendation. For example, Mr. Wilde said Wyoming should be its own country. Really? When it gets 60 percent of its road funding from the federal government, along with millions of dollars in other grants and payments? That won't work.Likewise, Mr. Wilde says the Internal Revenue Service should be eliminated because it doesn't give the money it owes to U.S. citizens back in a timely manner. There's no question reform is needed, but shutting down the IRS is "shooting from the hip" thinking. It makes a loud bang but means nothing.Mr. Hardy says the minimum wage should be raised because it would bring good-paying jobs to Wyoming. We disagree. We think the opposite would occur as the higher overall wages would drive new enterprises elsewhere.Since he is a former priest, it is understandable that Mr. Hardy is focused on the poor. While that's commendable - and many Americans are hurting - we couldn't sign on to Mr. Hardy's idea to tax high earners ever higher rates to pay for entitlements.Mr. Hardy says he would bring balance to Wyoming in the U.S. Senate, arguing that the state suffers by not having both a Republican and a Democrat there. Perhaps. But that does not mean this state's Republican mainstream should support candidates like Mr. Hardy. The other two vying for the seat, Al Hamburg and William Bryk, are not worthy of consideration.Mr. Hamburg has run unsuccessfully for Congress, governor and U.S. president multiple times. He admits his chances of winning are slim, but he wants to get his ideas out. Then he refuses to be interviewed. In 1989, he was convicted of election fraud for forging the names of dead people onto a petition.Mr. Bryk is equally quirky. The New York attorney has never set foot in Wyoming, but he runs for office in multiple states to provide loyal Democratic opposition. He has said he will not spend one penny on advertisements, and he stood up the editorial board on the scheduled date of his interview. What does he believe? Who knows? We do not consider him a viable candidate in this race. While none of the candidates for U.S. Senate on the Democratic side excite us, we believe Charlie Hardy is the best choice for Wyoming Democrats. He is thoughtful, honest and sincere. That's not enough to wrest this seat from Mr. Enzi, but it still places him well ahead of his opponents. The sense of nostalgia permeates the22 works in the exhibition. Scouts promise further illustrates this. Here a sort of naive acceptance of a (pointless) sense of duty is instilled in the uniformed youth, right-hand folded as he recites his promise to abide by the rules and codes of his handbook. The monochrome background (a device used to excellent effect visually and conceptually throughout by the artist) both isolates the figure and references its source in a two-dimensional format. Barker boldly underscores her source in two works that cite Norman Rockwell in their titles. Rockwell was the arch purveyor of the preferred view of the American way of life pre- and post-World War 2. The popularity of his highly realistic, sentimental and anecdotal visions of the American ideal has given him iconic status in American popular culture. His illustrative work seems almost absurd in its rose-coloured view of a world with little or no relevance or reality to today's. Barker's incorporation of him through direct quotation is certainly ironic. The collage-like appearance of the figures in Norman Rockwell's Scouts and Dogs and Norman Rockwell's Ropes speaks of artistic source and underscores Barker's thematic interests. The essential datedness of Rockwell's images (and his subject-matter) place their contemporary relevance in question.
